New York will cut red tape for NPO contractors

According to the New York Times, the City of New York is about to streamline the labyrinthine process by which it awards $4 billion in contracts to non profit organizations each year. “Michael Zisser, the executive director of University Settlement on the Lower East Side, said, ‘Have you read Kafka?’”
